Job summary
The Carbon Outreach Manager will lead The Climate Trust’s new Tribal Reservation Allotment Carbon Enrollment (TRACE) program focused on enrolling landowners into the first-ever aggregated forest carbon projects to include Tribal allotment lands. An unfortunate legacy of the Dawes Act, allotment lands have heretofore been excluded from Tribal forest carbon projects because they are too small and fractionated. This position will lead Tribal landowner outreach in partnership with Northern Cheyenne Tribe outreach teams in southern Montana to enroll landowners into an improved forest management and reforestation carbon project currently being developed by The Climate Trust for the Northern Cheyenne Tribe. This position will also be responsible for outreach activities with additional Tribes who may be interested in forest carbon project development.
This program is funded by a $2 million, 3-year grant from the U.S. Forest Service. This position will be responsible for overall grant implementation including all reporting, budgeting, and contracting processes. This role will be supported by The Climate Trust’s experienced team of forest carbon experts. The position requires excellent personal communication and organization, experience and desire to engage external partners effectively, and a strong ability to work independently.
ESSENTIAL DUTIES & RESPONSIBILITIES
Tribal Member Enrollment
- Lead and manage Northern Cheyenne Tribe (NCT) outreach teams in coordination with NCT Forestry Department
- Manage landowner enrollment and contracting process
- Coordinate and host several in person landowner information meetings
- Coordinate enrollment with TCT project development staff
- Develop parcel prioritization framework and guide prioritization with NCT
- Develop and implement overall outreach strategy
- Manage BIA and federal approval processes regarding encumbrances on trust land in coordination with NCT
- Develop and manage document and record keeping system for reporting and benefit sharing
- Develop landowner marketing materials in coordination with TCT marketing contractors
- Coordinate closely with NCT and TCT project development teams
Tribe Outreach & Communication of Results
- Conduct outreach to additional Tribes to explore their interest in carbon project development and allotment land enrollment
- Host webinars and attend and give conference presentations, including at the Intertribal Timber Council (ITC) Symposium, on lessons learned to encourage replication by other Tribes and project developers
- Report out lessons learned to stakeholders including American Carbon Registry, Bureau of Indian Affairs, the ITC, Tribes, and project developers
Grant Management
- Manage grant to meet all milestones and deliverables on time, particularly acreage and landowner enrollment targets
- Ensure compliance with federal procurement and other rules as applicable
- Track and update budget and draft grant amendments as necessary
- Manage all NCT outreach team and third-party feasibility study contractors
- Assist with any required audits
- Potentially hire and manage forest carbon analyst
- Manage Federal EzGrant workspace and liaise with USFS grant officers
NON-ESSENTIAL DUTIES & RESPONSIBILITIES
- Assist in deliverables outside Tribal forest carbon sector as needed
- Originate content for Climate Trust articles, blogs, etc.
- Other duties as assigned such as marketing and communications support, proposal writing, organizational strategy input, presentation support and other general tasks
KNOWLEDGE AND SKILLS NEEDED TO PERFORM THIS ROLE
- BA or BS in natural sciences
- 5+ years of work experience in the forest, Tribal government, and/or conservation sector
- Knowledge of Tribal organization, government, and forest management
- Knowledge of forestry voluntary carbon market standards and protocols or the desire to learn
- Experience and strong interest in effective landowner outreach and engagement
- Strong Excel, database, and quantitative skills
- Strong writing, research, and analysis skills
- Strong communication skills
- Ability to translate technical concepts into written deliverable to non-technical audiences
- Must be highly collaborative, accountable, and self-motivated
- Ability to work at a computer for long stretches
- Ability to travel up to 20% of time
- Ability to perform field work in steep, rugged terrain, and inclement weather
