RGGI, Inc. has appointed Katie Dykes, a Connecticut energy and environment official, as its new chair, replacing Kelly Speakes-Backman.

The body operating the northeastern US carbon market made five changes to its executive committee Thursday, as several terms had been served.

Dykes, deputy commissioner for energy at the Connecticut Department of Energy and Environmental Protection, will be RGGI, Inc’s new chair as of Friday, moving up from her previous position as vice chair.

The new vice chair will be Joseph Martens, commissioner of the New York Department of Environmental Conservation, while New Hampshire environmental commissioner Thomas Burack will step in as the new secretary.
