Latvia to propose 2019 MSR start date -sources

Latvia will propose a 2019 start date for the MSR in a new draft negotiating text to be distributed to EU member state officials today, two sources told Carbon Pulse, as the EU presidency holder tries to find a compromise between east and west camps over proposed reform of the EU ETS.

The new proposal is meant to “test the appetite” amongst eastern European countries for a slightly earlier start date, while trying to keep western EU member states, which favour a 2017 start, at the negotiating table.

A spokesman for Latvia declined to comment on the matter.

One source said Germany and the UK are attempting to forge a deal with at least one country in the blocking minority, which is pushing for a 2021 start.

The source added that some key MEPs have also threatened to not turn up at a May 5 trilogue meeting between EU Parliament, member states and the European Commission.
