India is only responsible for a small share of historical greenhouse gas emissions and the main responsibility for cutting carbon rests with developed nations, Environment Minister Prakash Javadekar said Monday.

Some national newspapers had reported that Javadekar would announce India’s INDC on Monday, which was said to include a target to reduce carbon intensity 40% below 2005 levels by 2030 and install 175 GW of new renewable energy.

But the minister stopped short of making the announcement, saying instead the government was in the final stages of preparing the plan and that it might be submitted to the UN in the third week of September.

“Historical responsibility is a fact. It cannot be wished away. We are just 2.4 percent of the world’s historical emissions,” he said, according to Reuters.

India’s plan is expected to focus on technology transfer and climate funding from developed nations, although the government’s chief economic advisor recently called on India to shift its focus in UN talks towards mitigation efforts.
