EU envoys lock horns on MSR, set dates

Negotiators from the three EU institutions set out their views but made no breakthrough progress on agreeing a final MSR text in their first trilogue meeting last night.

Envoys from the EU Council and Parliament set out their positions and agreed to hold two further meetings on May 5 and 26, sources close to the process told Carbon Pulse on Tuesday.

The sources said the Parliament had a firm position that the MSR should start by 2019 and it was up to the Council of member states to move forward their position of waiting until 2021.

Observers have said that lawmakers pushing for the earlier start must offer further incentives to a blocking Council minority of eight governments, led by Poland.
