Offsetting HFCs - Chile is preparing a proposal to operationalise an emission standard for HFCs, bridging the gap between cooling and carbon markets, the country’s National Ozone Unit (NOU) under the Montreal Protocol posted to social media on Wednesday. The government unit is currently soliciting input from the public as an initial stage toward crafting a regulatory proposal. The future proposal will involve both MRV instruments and offsetting mechanisms linked to carbon markets, as per the post. HFCs were widely introduced as an alternative to ozone-depleting substances in refrigeration and air conditioning due to the Montreal Protocol (1987), but have since fallen under the Montreal Protocol’s Kigali Amendment (2016), which commits to an HFC phase-down due to their high global warming potential.
