Carbon Pulse is unveiling a new, free-access EU ETS Portal that collects market data including benchmark EUA prices and their spread to UKAs, correlations to other key markets (gas, power, and equities), traded volumes, weekly investor data provided by Commitment of Traders (COT) reports, and price forecasts.

The new Portal comes as the European Commission prepares to issue legislative proposals to reform the EU ETS Directive on July 17. The Portal presents key political events in the run-up to this announcement, and what happens next in Brussels.

Once they’re out, the Commission’s plans will be turned over to co-legislators the European Parliament (MEPs) and the EU Council of Ministers (member states) to turn into law.

The Portal shows what we already know about member states’ positions on key issues such as an easing of the Linear Reduction Factor (LRF) – the rate at which the emissions cap falls over time – and a possible role for international credits in the EU ETS.

It also shows the past and currently projected trajectory of the system’s overall emissions cap.

Finally, the Portal tracks annual EU ETS emissions, auctioned and freely allocated allowances, and monthly power generation by source. Emissions and free allowance data is available per industrial sector, and the Portal also lets you browse free allowances per country.

“The Portal collates data from exchanges, EU bodies, and our own editorial teams, to help you make sense of the upcoming EU ETS review,” said Cameron Murdoch, data journalist and lead developer of the new portal.

“It complements our ongoing Data Dive series as we incorporate more visualisations and analysis into our day-to-day reporting.”

Market data comes from ICE and EEX, supplemented by Carbon Pulse analysis, while policy, emissions and allowance data comes from bodies like the Commission, Parliament, and European Environment Agency, plus our own analysis. Monthly electricity generation data is from think tank Ember.

The EU ETS is the EU’s flagship climate policy and covers about 40% of the bloc’s GHG emissions. It has been in force since 2005 and covers power and heat generation, industrial manufacturing, and aviation in the EU27, plus CO2 emissions from large ships (5,000 tonnage and above) entering EU ports.

The July 17 reform is meant to align the ETS with the EU’s new 2040 climate target of cutting net emissions 90% below 1990 levels. The new rules will govern Phase 5 of the EU ETS, running from 2031-40.

Meanwhile, a new EU ETS2, which would cover emissions from road transport, buildings, and small industries, is set to come into force in 2028.
