EU sources have dismissed the idea that the European Commission will prevent EU Allowances from being banked beyond Phase 4 (2021-2030), as reported by German newspaper Frankfurter Allgemeine Zeitung on Monday.

The paper, citing a draft proposal, reported that the Commission was pushing to add expiry dates to EUAs as part of wider reforms to the EU ETS.

But sources close to the Commission said this was incorrect, and that no proposal to prevent the banking of allowances into the next phase, as has been allowed in the scheme since its second trading phase (2008-2012), is currently being considered.

The Commission is aiming to publish its final reform proposals on July 15, though what appeared to be a draft copy of the plan was leaked last week.
