California cap-and-trade emissions fall 4.8% in 2016 -data

Emissions covered by California’s cap-and-trade scheme fell by 4.8% year-on-year in 2016, data published by the state’s regulator showed on Monday, a larger fall than some expected that far outpaced the programme's annual emissions cap reduction.
