A subsidiary of Baosteel, China’s biggest steel producer, on Tuesday issued a tender seeking to swap 320,000 of its Guangdong Emissions Allowances (GDEAs) for an equal amount of carbon offsets, a move that could indicate a downward pressure on offset prices.
